Who is Oti and what is a lis

Victor of Aveyron

Of all the children throughout history that have been raised by animals, Victor is probably the most studied if you don't count the myths like Romulus and Remus.
Victor was discovered in 1797 near Aveyron France. He was captured by hunters and kept in captivity for a short time before he escaped. He was naked and had scares on his body. The child was estimated to have been about 11 or 12 years old. Two years later he came out of the forest again and started spending time in the town. The townspeople already knew of him and they would feed him much the same way you would feed an animal that comes by your house.
Victor was then taken by Roch-Ambroise Cucurron Sicard, so that he could be studied. Unfortunately Sicard was expecting a groomed gentle savage but what he saw was an animal that walked on all fours, growled, and was less civilized than the dogs. Sicard probably thought to himself, "Oh shit, what the hell did I volunteer for?". So he passed the responsibility to Jean Marc Gaspard Itard who took the boy home with him.
Victor made some progress but never learned to speak, although he was able to communicate using grunts and growls. The most famous story about Victor was when he was taken out in the snow naked and instead of complaining about the cold, he ran around and had fun, not feeling the slightest discomfort due to the cold temperature.
This insensitivity to temperature is a phenomenon that later proved to be very common among feral children.
Victor was the first of these wild children to be studied and the studies paved the way for understanding children who were raised with little or no human emotional or physical contact.
